Ploum expands with partner procurement, construction and state aid law: Tjinta Scheffer-Terlien

Rotterdam-based law and notary firm Ploum is expanding its partner group as of January 1, 2025, with Tjinta Scheffer-Terlien, attorney at law specialising in procurement, construction, and state aid law.

Tjinta specialises in procurement law in its full breadth, construction law, and (real estate-related) state aid law. She is also a recognised specialist in issues concerning the entering into and performance of private law agreements by the government, such as land sales by the government (Didam judgment). Tjinta has extensive experience in supervising tender procedures for the realisation of construction works and projects and setting up the associated contract system. She also chairs the board of the Dutch Association for Procurement Law (NVvA) and is on the board of the Association for Construction Lawyers (VBR-A).
